There is no such thing. A constitution is enacted by declaration or decree by law/Congress. You might possibly mean evolved in reference to a constitution that is 'in works'... meaning still in process of being created as a new government grows but I suspect this is a pt gaming question.

Enacted constitution is one that was passed through a law by a constitutional body and approved by the people through a referendum while an evolved constitution is one that was made through generations passed by the ancestors to the present day people.
