I would have to go with the late Brad Delp. Not a hard voice in the sense of rock but an incredible range and instantly recognisable.

I'd go for Paul McCartney because he has the ability to sing so many different types of song. People tend to forget what a great rock voice he has - check out Helter Skelter from The Beatles White Album or Soily from Wings Over America.
Additional note - who's dishing out all the thumbs down on this question?

Axl Rose is the best rock singer in my opinion. He was extremely versatile, from hitting really high notes in Sweet Child o' Mine, to very low ones in Estranged. He also had a lot of stage presence, and was was much a performer as a singer.
Robert Plant's smooth, calm voice is second for me though, and third would have to be Kurt Cobain.
Kurt has one of the best voices out their period, but only in his range, like in Heart Shaped Box or Man Who Sold the World. Smells like Teen Spirit wasn't that enjoyable as far as vocals go.
Lastly, I think Roger Waters deserves a mention, if not only for the way he sings Comfortably Numb.

Jon Bon Jovi
He had a unique singing voice, also was very charismatic on stage.
Isn't it strange though to me how Bon Scott sounded a little like Roger Rabbit?

Not a fan of Rock music, but without a doubt Freddie Mercury was the King / Queen??? He was a great entertainer, had a brilliant voice and the songs to back him up. No one will match him for the entertainer he was.

Jagger, more influence for every reason on rock 'n roll singers
Plant, purest and most versatile; no less bluesy than Mick
Rod Stewart, the ultimate underdog; a white Sam Cooke
Paul Rodgers, most pleasant voice in all of rock
Freddie Mercury, classically trained yet so human
Steven Tyler, the American Jagger
Bon Scott, carved the niche most waiting to exist
