We are thinking of moving and we are trying to think of all the costs first before we move. On a tight budget. We are moving from a rental to a rent to own.

You'll have to call the respective utility companies. Each have their own rules. Without knowing where you are located, it's not possible to quote anything for you.

While many will waive any deposit requirements for homeowners, most rent-to-own agreements are legally just a long-term lease until the contract is paid in full. As such, most utility companies will not waive the deposit for RTO buyers.

It should not cost you anything if you are a customer in good standing. For most utilities it's a simple change of service, a phone call and away you go.

Edit:
You said you are renting now and have service, you will be renting when you move, it makes no difference where you are to answer this question. Just change your service address, no deposit required. If you have been paying your bills and are current they won't charge you a deposit when you move.

People try and over-complicate things!
