I'm trying to find as much as I can online, but this is in WV. Our online filing site doesn't give the option of smoking in a cafe.

ALL bars in the entire state allow smoking. We haven't been banned from that (yet). Since I can't find the license for sale/use of tobacco.. do I just need one for alcohol? I don't understand.

Hookah cafe is like a regular cafe.. except there is a flavored tobacco to smoke from a "hookah".. which to most people looks like a bong I guess.

great question -

ask your city clerk - if you are in a city

or your county clerk's office

they will know what permits you will need
(alcohol permits in out state are about $100,000)
