Birds fly. The sun performs fusion. The earth's core performs fission. Why isn’t there a small particle or a large star skipping and jumping back and forth in time?

It's dependent on how "nature" is defined. If you are speaking of the 4-D physical reality there are limitations based on Maxwell's equations — including an important modification (extension) of the Ampère's Circuital Law. If you are speaking of the 6-TD (transdimension) hyperphysical reality where inversion into 4-D reality is theoretically plausible, then perhaps there may exist "natural" portals or "transdimensional gates" in the fabric of space and time that we are currently not aware. Hypotheitically speaking, these portals may be "hyper-singularity points" the result of an undetected matrix of electromagnetic partical convergence structured within a "lattice reticulation field".

If time travel is True (i.e., possible), then nature is already doing it; else, if time travel is NOT true, then nature is NOT already doing it.

The above is a succinct logic statement of your question. As you can see, your question concludes that something must be doing it if time travel is possible. It does not allow for the possibility that, even if time travel is true (possible), there is still the possibility that nothing does it. That is to say, why would nature involve itself in time travel...to what end?

There are a lot of possible things that nature does not do. For example, nature does not allow mankind to fly, but we do anyway using technology that uses nature (e.g., natural laws of aerodynamics) but not by nature alone. It's the old saw, if nature wanted us to fly it would have given us wings.

As to quanta traveling backward in time, that's scifi, not science. There is not sufficient energy in the entire universe to send anything back in time.

Tachyons, for example are time travelers you may have heard of. They are scifi and not really quanta. Tachyons came about as a result of asking the question "But what if we could exceed the speed of light?" And that question evoked the tachyon, but the question is invalid in the real world because we can't exceed the speed of light; so tachyons are impossible.

Physicists believe that there is a particle that moves backward in time, it is called the tachyon. There are some weird phenomenon associated with this hypothetical particle including faster then light speeds and imaginary masses. I am not necessarily a proponent for time travel, but here is something that may be found in nature that travels backwards in time.

In nature, you cannot find a huge mass of steel flying through the air, with a crew and a mass of passengers, sitting in luxury and terrified of dying momentarily. Only man performs these meaningless stunts to amuse himself that he is doing meaningful things, which he always doubts and then believes, doubts and then believes, and in the end finds out it is the wrong thing to believe in.

Some people think quantum particles do it, under certain conditions.

And the motion of all objects affects the rate at which they move forward in time, that's considered certain.

THey could be- we don't know do we? I think it would be really hard to tell or measure...also just because something is possible doesn't mean that nature does it- they have to be helped along like if conditions in nature aren't appropriate for a reaction to occur like supercritical fluids- they don;t occur in nature yet it is still possible for it to occur..

Since we have not seen and documented every single star in teh universe, we can not know that is not possible.
