YES, especially the +12V rail. Modern processors' voltage regulator circuits draw from the +12V rail. The power draw of the processor is significantly increased when processor voltage, Vcore, is increased.
The other voltage rails could also be stressed once you start increasing chipset and memory voltages (Vdimm).
Your power supply could be good for mild to moderate overclocking. Hardcore overclockers use the meanest power supply they could lay their hands on.
I'm still a newbie in overclocking my E6600 so I just use a 550 watter with dual +12V rails. GPU is overclocked too.

Not unless the power supply has unstable voltage rail to the cpu. See if it stays consistent.

It's not the wattage, but the quality of the power being delivered. Not only does it have to be a consistent X voltage, it has to be a value of X with very small variance.

Is might be ok. Depends on how much you're over-clocking and all your other hardware and everything. It wouldn't hurt to go bigger though.
