For the original text:

Where -- Philadelphia (though the delegates to the Convention brought rough ideas that they had drafted prior to the start of the Convention)

When -- 1787

Why -- The majority of the delegates (and those who sent the delegates) believed that the Confederation formed by the Articles of Confederation were not working.

Subsequent Amendments -- The twelve proposed Amendments that became the Bill of Rights (First through Tenth Amendment) and the Twenty-Seventh Amendment -- the other proposed Amendment is still floating out there technically still able to be ratified) were passed by the First Congress sitting in New York.

The other 16 Amendments would have been proposed after Congress moved to Washington, D.C.

The Amendments were proposed at various times to correct perceived flaws in the Constitution (and in three instances to overrule decisions by the U.S. Supreme Court).

It stuns me just how little people know nowadays.
But what makes me shake my head even more is that nobody seems able to do a little simple research themselves on Google lately, they just expect to leave a question on here and have everyone else do the work for them.

The sheer laziness of things like this is appalling.

Someone didn't read her government and/or history homework.

This is not only basic stuff I feel that it is something every citizen should know. Get off your lazy duff, stop wasting time doing whatever it was you thought was more important, and do your stinkin' homework.

The "where and when" you should have learned in 4th grade.

The "why" should be obvious to you in everyday life.
