There is text-to-speech software for the PC so Im guessing that they would need to use a PC to send and receive SMS from Cells. (I do but just because Im more comfortable with email than with trying to type sms like my kids do)

Software like that might work on a blackberry or some other PDA. Im thinking its too much to fit into a cell phone (yet)

just some of the results i got from my search on the internet :-

Blind and partially sighted

Seeing the keypad buttons or reading the text and numbers on the screen can be difficult, or even impossible if you have a sight impairment. Below we have listed some standard features and accessories for handsets which may be available from suppliers.

Adjustable contrast
Changing the contrast or brightness of the mobile phone's screen can make text easier to read

Adjustable font size
Change the size of text or numbers on the screen

Audio feedback
Keys that beep when you press them or a handset that gives a warning beep when the battery is running low

Back-lit keypad
Keys are easier to see against the lit up background

Dedicated Ring tones
A different ring tone for different people helps you know who is calling

Large clear screen display
Easier to see on-screen information

Large, well-spaced keypads
Less chance of catching the wrong key when dialling

Raised keys
Most mobiles have a raised dot on or around the number 5 so you can work your way around the keypad from there

Text-to-speech software
On screen information including text messages, battery life and signal strength is spoken out loud. You could choose to use a compatible headset to give you more privacy when listening to your calls and messages

Voice calling
Recording a phonebook entry in voice so someone's number can be called from the directory by speaking their name

I would think just a regular phone. Not sure though. But they learn to find the numbers and actually do just fine with it.
