Most colors have undertones, and depending on the light the undertones may become more visible.

I'm not sure if you know why we see particular colors. All colors are created by various pigments. The reason we see a particular color is because the pigment in the object we are looking at absorbs all colors in the spectrum except the color we see, which gets reflected back at us so we can see it. Our perception of the depth of that color can be influenced by the amount of light and surrounding colors.

what you are describing is the color appearing to be different under different lighting conditions and with you wearing different colors. Your eyes are probably blue-green and depending on the light and what you wear, they will appear to be more of one color or the other.

eye color can change over time, but it is usually a symptom of injury or disease. For example, when blood vessels break in the eyes of someone with brown eyes--their eyes will turn a brilliant blue until their eyes have healed (in the case of an eye injury). In elderly people, the pigment can breakdown in their eyes until they no longer have any color in their eyes.

My grandfather who had brown eyes, has macular degeneration. This is an eye disease that causes blindness--the blood vessels in the eyes break and cause the retina to distend and separate. In the early stages of the disease, the blood vessels in his eyes were constantly breaking and his brown eyes shifted to blue. As he's gotten older and the blood vessels have continued to break, the pigment in his eyes has broken down until his irises are a pale gray.

Eyes don't change color. They just don't.

The lighting or color of clothes and atmosphere may make they eyes appear to be different, but it's not.

Some babies are born with blue eyes and as the color pigments develop it can change, but other than that eyes don't change.

There is also no such thing as black eyes.
