Hmmm! Let's go to the definition originally applied to "stranger": an unbeliever. Then who would be a "perfect stranger"?
I am not a "perfect" stranger, but I am definitely a "complete" stranger.

It should be:
A stranger;
or a complete stranger. As in never seen before in this neighborhood.
