I need tips for a front wheel drive and a rear wheel drive car.

Two words: handicap placcard.
They can tow *any* vehicle if they have dollies. They towed my 65 Volvo away from a collission which virtually flattened it. They jacked it up and put dollies under the axle. Then they pushed it into a position where they could use the cable to drag it up onto the flatbed.
If you are handicapped, you get a card to hang from your rearview mirror, or a symbol on your license plate. You can park for free at meters and in green areas for up to 71 and 3/4 hours, which really annoy the people who use those green areas as limited parking for their small business. They will sometimes go so far as to lie about how long you have been there, so only use green areas as a last resort. DO bear in mind that altho they will not generally tow a handicapped vehicle if it is parked in a metered spot, or a green area, or even on a street on street cleaning day, they can and will ticket and fine the crap out of you. The only chance you might have is a boot for the tire, but they can still tow you with dollies.

Nothing is "Untowable" . You can take the wheels off and I can still drag it up a flat bed. Block it in is just dumb. Even those wheel locks dont prevent it from being dragged up a flatbed. And the Europeans have one that can lift a car sideways onto the deck. If they want it , They will take it.

Well Duh!!! Park another car in front of it... put a boot on the front and back tires... Pay your auto loan or don't park in illegal spaces... (LOL) Simple stuff like that.

put your emergency brake on!!!!!! unless they drag it !
