Not in your sense of the term. So-called "penis envy" is meant to be metaphorical--people may envy what the symbolic phallus represent. At the time of Freud, it would have been power and autonomy and something other than wife- and motherhood. Currently, women have an issue with the penis as it is symoblized in political and social power: there are very few female CEOs and in Canada, for instance, 75% of people making over $85,000 a year are men. Meaning not as many women are in the high income brackets and/or occupations that men currently occupy. So, that might be an example of metaphorical penis envy. Some believe that the only difference between men and women is the fact that one sex has a penis and one sex does not. There is a lot of philosophical "weight" attached to the penis as a symbol of power. It's a theory.
And sometimes a cigar really is just a cigar.

I would say "no" based on the following. I have known guys who envy other guys for being more "bawlsy" than themselves. I equate that to "penis envy". Its not about having a penis, but thinking that you would be more powerful if you had a bigger one. On the other hand, I have known women feminists who were so bold, I envy them.
So while your theory may apply to a small number of feminists, I think in general, feminists are more angry about the concept that having a penis gives us an advantage.

Crude, reductionist theories like that are usually also hollow.
And psychoanalysis is a pseudo-science.
btw, one of the reasons I object to much feminist theory - which is a separate matter from whether I support particular feminist causes - is the crude reductionism in them, often inspired by Freudian and Marxist approaches to psychology and culture.
If you want to know whether there are women who actually sit around wishing they had a penis, I am sure there are very, very few. (Most feminists I have known who were extremely angry were victims of sexual abuse and many would rather have nothing to do with penises.)
If you're speculating about whether they "unconsciously" wish they had a penis, or whether it makes sense to say they metaphorically want a penis... well, stop talking rubbish.

It is based on attitudes such as yours that assume feminists don't have anything to be concerned about.
Feminists hate misogyny, not men. Kinda like that “hate the sin, not the sinner” thing, sometimes it’s easy to separate the behaviour from the enactor and sometimes it’s not.
But we know that not all men are pits of misogyny, so if you aren’t acting out misogyny, then it’s not about you. We also know that men who sometimes fall into minor unthinking habits of misogyny are not comparable to men who are violent and irredeemable misogynists. It’s understandable how sometimes criticisms of misogynists come across as generalisations about all men, when read by someone who isn’t used to the jargon shorthand and feminist perspectives. Time to lurk and learn.

Absolutely not. We wanted a lot of things that men had, but THOSE weren't on the menu. Did we want voting rights, employment, and education because we wanted to be men? No. We wanted to be equal, not identical, human beings.
