format it, then install, i normally do that

First try looking in your temp files. Normally when a file becomes lost to you, it may be stored in the documents under a file that begins with several characters and then partial of the files original name; so check your documents file.
Also, check your recycle bend just to make sure that you didn't accidentally delete it. It will give you the option to restore the file by right clicking on it; should the file be listed there.
PS: The only time you should ever reboot or use your start up disk is if the computor indicates that in some way that it is not functioning correctly. This method will NEVER restore a lost file.
Also, before I would ever suggest you did that is only after I recommended you to go to the start menu, highlight programs, highlight accessories, highlight system tools, click on "system restore".
If you are able to use your computer to access the Internet, then you should be able to locate the file through the first three suggestions I just mentioned and a reboot or system restore should not be neccesary. Best of luck to you!

reinstall windows 98 using your cd. change your BIOS settings to boot up first on the CD/DVD ROM drive. you will be given choices, just select the option that says "with cdrom support". locate your cdrom drive (usually, it's drive d). in the command prompt type this:
A:/>d: (this will change your drive from A to D. try using E if it doesn't work)
D:/>dir /p (just to check if you have setup.exe)
D:/>setup (to start the installation. if you were asked to format, just skip it)
just finish the reinstallation process and see if windows 98 boots up.
