As Comelec chair, majority of Filipinos believe that this hocus-focus institution is dirty, corrupt and unworthy to be trusted.

Neri should know, he is privy to what is the truth. If he said Abalos tried to bribe de Venecia, then we should believe him. And maybe he has proof to support his allegation.
