I just added 4 new fish to my aquriuam. One of the fish has soom of the symptoms of Ich but I am not 100% sure. He has some white spots located only on his fins. And ever since I got the fish on Sunday, He has been swimming right along the top of the water. The other 3 fish have it seems like fin rot going on but I am not sure if that is from the fish in which might have Ich. It seems as if their tip of their fins are white and seem to be decaying where it is white. I put these fish in another bowl with some hotter water with some aquarium salt. I do not know what to do, becuase I am manually moving the water. I do not know what the fish have and what to do over night. Please help fast!?!

It is a new tank and I am new to aquriuams, so what it a good way to clean the tank?

And You said all fish, does that include 4 other fish that look fine, that were in the tank before I added these fish with Ich?

You have a combination, luckily, the treatment I recommended for Ick (a cup of uniodized salt per 10 gallons + temperatures of 83-85 degrees) will also prevent the fin rot from becoming infected. Along with the salt and heat treatment, you need to clean your tank twice a week for two weeks to relieve stress from the fish and help clean out some ammonia. Move all the fish back into the main tank (they will suffocate in the bowl and get stressed from the small space and drastic range in temperatures from day to night). When they are all in the main tank, you can treat them with the "cure-all" of sorts... salt and heat. Email me if you have any questions.

EDIT: The best way to clean a tank is by using a siphon to suck the crap and food out of the gravel. You will need a bucket for this or you will end up with a wet floor...

EDIT: All fish means all fish. Even if the look fine, they may be carrying the parasite, you just can't see it. That means they could reinfect your fish if left untreated.

treat all for ich and fin rot! add more salt, keep the water even warmer. use an aquarium heater if you have it; if you can, separate the fish (out of the original tank) and give the tank a good cleaning.
