I just bought this pc partners motherboard and it will not boot to windows unless I clear the bios first. Then I can get to windows but if I restart the computer I get a no signal message on the monitor. Then I have to clear the bios again to get to windows. So as you see loading programs that need the system to restart to finish loading is impossible at this point.
Help :(!!

That's a clear sign of a dead CMOS battery. Just replace it then load safe defaults. The battery is a CR2032 lithium cell. It is cheap and even some camera shops sell it.

Your CMOS battery may be dead-they're less than five bucks, so that's a cheap first try.

Enter BIOS and reset to defaults (often F5-look at the menus), exit saving changes, and reboot.

Check with the motherboard manufacturer for the latest BIOS update. The BIOS that ships with a new board may not be up to date.

Check that the memory you installed in your new board is compatible.

Hi. You do not say whether or not you use Vista. If so (and even if not) try to flash the BIOS with the latest version. Just be careful to follow the instructions to the letter!
