I've never seen any paint to incorporate a mildewcide in the formula. However, I do see mildewcide available in the paint departments of most hardware/home improvement stores. They come in small bottles. Typically you add the entire contents of one bottle to a gallon of paint. I bought and used it when I painted my bathroom. I don't have a mildew problem. However, since a bathroom is a high humidity room. I just thought it was a good idea to add it in.
If you have a mold problem and are not sure what sort of mold you have. You really need to get a professional opinion to find out what you have and the proper way to eliminate it. Some molds are very toxic and can lead to all sorts of health problems. The worst and most common toxic mold found in homes these days is "Stackybotrys". Many homeowners mistake this one for really bad mildew. But this mold is something you do not want to fool with.
By the way.. Kilz is a brand of paint that covers up water damage and mold stains. However it does not actually kill mold. It kills those phantom stains that keep reappearing even after repeated cleaning/painting. For a mild mildew problem. You can try full strength clorine bleach, before painting. However if you aren't sure about the type of mold.. Please get the professionals to evaluate your mold.

Kilz doesnt kill mold, but it sure covers it up and suffocates it so it doesnt come thru the paint again.
