How much money would I loose if I transfer say around $15,000 from one us bank into another?

There shouldn't be taxes or fees. If you are pulling money out of a CD before it expires, you'd pay a penalty of some of the interest.

If it is just a wire transfer without currency exchanges (ie from USD to USD) then there shouldn't be any losses except for the bank charge on wire transfer fee. You'll have to check with the bank how much they charge for their service.

Why would you pay taxes to move your money to a different bank?

This shold not cost you anything. You can write a check from one, and deposit in the other.
