its called obelisk,its 66 meters high and is built in the middle of a round about and has 22 live traffic lanes that goes around the bottom. check out the link below and it will tell you all about it.

The obelsik in Plaza de la Republica in Buenos Aires, right in the centre of the world's busiest road junction. It's a pretty impressive sight too. I have a photograph of the obselisk with the Argentina flag unfurled in the foreground. I was very chuffed the capture this moment. If not this, then the brightly painted houses in la Boca (also in Buenos Aires) are pretty iconic. Look up El Caminito in Google Images to see pictures.
