1. Once every four years the electors from each state that make up the membership of the Electoral College meet and cast a ballot for President and a ballot for Vice President. One of those two being voted for cannot be a member of the elector's state.
2. They then sign and certify their ballot and transmit them to the President of the Senate.
3. The President of the Senate (the current Vice President of the United States or the President Pro Tem of the Senate if there is no sitting Vice President) opens the certificates transmitted by each state and the votes are counted.
4. The person with the greatest number of votes for President shall be the President.
5. The person with the highest number of votes for Vice President shall be the Vice President.
6. If there is no majority of the electoral votes for President, the House of Representatives shall make the choice from the top three in the voting. Each state will have only one vote.
7. If there is no majority of the electoral votes for Vice President then the Senate shall choose from the top two on the list. Two thirds of the Senate must be present to do this.
