No, the eagle represents a republic. Not the republican party, A place where individual people have liberties and freedoms that cannot be taken away by the mob rule of democracy. An eagle represents the individual person.

I am not aware of any animal except human that represent democracy.

the eagle was orginially a Roman standard so i do not think that it truly represents democracy
