im not exactly sure what this means.
can someone please explain it? :l

It is basically saying that the rights given in the constitution are not necessarily the only rights available to the people, and the fact that a certain right is not in the constitution doesn't necessarily mean that it cannot be given to the people. For example, Congress or a state could pass a law providing extra rights, and that would not be unconstitutional.

The Declaration of Independence States Human God Given Rights. At the time of the acceptance of the Constitution people wanting a protection of basic individual, and States rights to be protected.

The article cited below can answer your question better than me. The Constitution is very concise and doesn't grant tons of power to a strong central Government.

greetings. it means that the rights of the government as spelled out in the constitution shall not be used to deny or disparage others retained by the people. and the people have all rights not specificially granted to the government. Much to the disagreement of our present government of course. The government cannot legally take away our rights in the constitution unless the right they want to take away was specifically given to them in the constitution. So homeland security is illegal or non-constitutional. invasion of privacy is illegal. denial of habius corpus is illegal as is any prison such as gitmo where people are imprisoned without trial. our government has violated nearly every article in the bill of rights and most of the constitution as well. According to the president and vice president the only rights we have are what they decide to let us have. Which is one of the reasons that we fought the revolutionary war. We do not need a new King George to oppress us.

In other words, you have the freedom of speech. This doesn't mean that you can stand in someone's house and yell at them. They still have the right to kick you out.
