UCLA and UCB definitely accept transfer students. Community colleges in CA have agreements with the UC campuses, that a certain number of their students will be accepted every year.

I don't know about Cornell, but Stanford is very reluctant to accept transfers, and you would have to be a truly extraordinary student to get in. On the other hand, UCs accept a large portion of their students as transfers.

UC Berkeley does accept transfers from California community college. Excellent school -- it is the top public school in the entire country.

UC Davis has a transfer agreement with most CA community colleges. Davis is also a top-rated school.
