Well, there are more and more Cuban Americans who are voting for Democrats. You'll find this tendency to be more among the younger generation (who have grown up largely in the USA) and away from South Florida, where the political atmosphere is a bit more charged with regards on the degree of how anti-Castro you are. And there are notable Cuban American politicians who are Democrats, such as Melendez of New Jersey.
As the older emigre generation from the 1960's passes on, Cuban American political concerns will trend away from exile politics and more on regular mainstream political issues. Also, there is a newer generation of Cuban Americans who still have ties with family back on the island, and aren't very fond of the new policy restricting family visits to Cuba.
As others have mentioned, Ronald Reagan is no longer president, nor is he living, so it isn't a relevant question. Obama may have a more enlightened policy (read: open) on Cuba but in the long run, there will be a more open US policy towards Cuba regardless of who becomes US president.
