If you are talking about liquid water, you are talking about a very strange liquid. From the boiling point to 4 deg C, the density of water increases, which is expected. However, from 4 deg C to the freezing point, the density DECREASES. This unusual behavior is probably due to the polar nature of the water molecule. At 4 deg C, the molecules are moving slow enough that locally, the open ice structure of water starts to form. The more of these "ice" sites, the lower the density of the liquid water.
Of course, water is unusual in that the solid phase is LIGHTER than the liquid phase. If this didn't happen, we would not have iceburgs and icecaps, because the water bodies would freeze from the bottom up.

As temperature gets colder, water get denser, until the temperature gets to 4 C. Then it gets less dense until it freezes at 0 C. At lower temperatures, it get denser again.
The density change between 4 C and 0 C is very dramatic.

As water cools down to 4 degrees Celsius it becomes denser and sinks in a body of water. Any warmer water rises towards the surface. As water cools below 4 degrees Celsius it starts to arrange itself to form ice crystals, doing so it takes up more space (becomes less dense) and starts to rise to the surface. That is why ice forms on the surface of a lake and doesn't sink. Cooler liquids in general can hold more dissolved gases, like oxygen. However, about the fish. Fish are cold blooded. The result of this fact is that in colder water the fish are more sluggish and use less oxygen. So in cold water they have a slower respiration rate. In warmer water fish are more active so their respiration rate is faster.
