Yes, absolutely. If one's frayed, you can bet that others will be close-if not already separating.
Spark plug wires aren't overly expensive, depending on the model of your vehicle you can find them in after-market places like AutoZone, NAPA etc. Or, unsurprisingly on the web.

A set of spark plug wire are relatively inexpensive and you buy them at most aftermarket stores such as Advance Auto Parts,O'Reillys Auto Parts, Napa, or Autozone.
My recommendation is to go ahead and replace them because if it has been sitting long enough for one of them to get sliced open then more than likely the others will do the same.
Since it has been a while since you have driven the vehicle. I would replace the spark plugs and spark plug wire for the vehicle. Then let the car idle for about 10 mins and then change the oil and oil filter. I would also change the fuel filter and check the transmission fluid.
Hope this helps!

Yes, it's probably about time anyways. It'll help the preformance of the car when you have it fixed also. It's always a good idea to change all the plugs the same time you change the wires. Check out Advance Auto Parts. You can probably get a set for $15-$30, depending on if you want the brand name or the stock ones. Good Luck to you

Yes. Ignition wires are made with carbon and silicone that is almost like a gel inside that is used as a conductor. This "gel" dries and cracks overtime (3-5 years depending on under hood temperatures) and significantly weakens the spark carried to the plug. Also, electrical tape won't hold the voltage in. Those wires conduct up to 50,000 volts in some ignition systems. Good luck.

Chances are if one wire is bad the rest are too. Unless you damaged the wire somehow. One way to check the wires is to start the engine in the dark and see if there are any sparks. Of course you could run your hand over them too. That would tell you if they are leaking.

If your car's been sitting, you should replace the wires and plugs. Also, get the oil, tranny fluid, and air and fuel filters changed as well.
