Why do Women practice dismissal, fear, and preoccupation and what is the best way to dismiss all that and win and hook up with the girl.

Let's be honest, women call the shots in a relationship. If she's interested, good for you. If she's not, then you can do your best to win her over but if she has a firm rule of, for example, not dating engineers and you're an engineer then your best bet is to give it up and look for an easier target.
If you're not already what she's looking for then you either make yourself into what she's looking for, convince her that you're just as good or give up and look for someone that wants you.

Are you treating relationships as a game? Or are women like a camper you hook your car up to? Be honest and don't accept less. Be genuine, be human, and treat the other person as a human being worthy of your respect and love and consideration. Stop playing games and don't pay games. It is not a game. It's someone else's life and it's your life. Make a relationship worth something.
