Yes, they're meant to be edible. Just don't use too much.

Food colorings hve been approved bby the FDA, but some people are allergic to them and there is some evidence that they may be related to ADHD and other neulogical disorders in children. My dog was even allergic to them, it made her hair fall out. (suggested and supported by the vet)
Colors from natural products are better for you. The more colorful the food is the more vitamins minerals and antioxidants it contains. Look for the more colorful natural foods. beet make a good red color. Some yogurt companies use it now.

If you aren't allergic to them. A large amount is used in red velvet cake, for example. Potatoes will diffuse the color all the way through if you peel and stand them in colored water long enough. Leafy fresh vegetables will take dyed water up through veins. It takes a while for dye to soak into hard boiled eggs, but it will. That's how you make red beet eggs and onion shell eggs, two natural dyes. If you crack the shell all over but leave it on while it stands in the dyed water, the dye soaks more rapidly through the cracks. Neat effect when peeled. Red cabbage is another source of red. Some foods can't be colored easily (like peas, or frozen vegetables)--you might try a colored cream sauce. If dried beans are light colored, dye the water you soak them in. This sounds like fun.
