I just dropped my US celluar phone in a bowl of water. It was completely submerged for about 5 seconds. I took it out and dryed it off, blow dryed the battery on cool setting, blow dryed the entire thing. It came back on and the light is on but now it won't stop vibrating. Anyone out there have this problem and if so, How did you solve it?

Cell phones and water are a deadly combination. If I were you, I would forget the phone and get a new one. Save yourself a lot of grief. It's never gonna work right again.

The best thing is to take it to the dealer/shop that you brought it from .. hopefully you have the box it came in or a reciept they should fix it free of charge or replace it.

I have no idea but tell your parents or a friend or something. Research it on the internet and find out what it means as quickly as possible. Take it to the cell phone store you got it at and they should help you out. Best of luck! PLEASE look at my questions, I need advise too. :D
