What countries would be good to setup a factory at low cost (not low wages)

there are way too many rules and regulations here now...

Australia is turning into a bloody joke

You do not want to pay low wages? China is the cheapest but I wouldn't do it there. India has great laws and is the cheapest when safety of your investment is part of the equation. Chili in South America.

China or Mexico, but why be so greedy? Why not open your plant in America, and create some good jobs for Americans.
