They can't attack a single computer, and even if they could, they would only have a short time to do it, because your IP changes a lot (Depending on your ISP). If they have the IP for your website or server, then they could send repetitive packets of information to the server until it either crashes or you can't afford the bandwidth bills.

With your IP address and a port scanner he can tell you ALL the ports that are open on your PC. If your firewall is a good one, none he can attack should be open. But yes he can.

Yes they can. if you are on a cable or DSL network then you need to pull up you Internet connection and ask for a repair which should give you a new IP. If you have a firewall it will be hard for them to do any damage but depending on their expertise they may very well be able to penetrate your computer.

Absolutely yes. But per your explanation here, this "someone" could have a hard time to do it esp if you have an internet security and I assume he/she is not that good enough to do it UNLESS he\she can attack the Pentagon's system in USA or the military computer system in London that had been attacked recently by the PLA. so don't worry.

its highly unlikely they can attack your computer with just an IP address, unless they are an extremely professional hacker, which i doubt they will be as they would never use their knowledge to hack individuals.
anti-virus and anti-spyware software will help to keep them out of your system.

Yes, but only if your address is open to the public...like if you were hosting a web server. They could send unwanted (repeticious) pings to your server and crash it. If you're using a dynamic IP or if you're on a personal PC, you have nothing to worry about.

yes, they ip is like the phone number to your phone, usually paid providers don't give an assigned ip they use dhcp.
