My English teacher asked us to make up a story by using the phrase "get in someone's hair". I've never heard of this one. So can you please tell me what does it mean?

"get in someone's hair" means to irritate and annoy someone
It's a figure of speech/language
It's like saying something in different words

I think it means the same as "get under someone's skin" which means to pester them?? I am not sure.

It means to bother someone. Also to pester them and annoy them.

In addition you can say its like you're getting in someone's face and they don't like it.
