B. Absolutely (this is a perfect definition).

Please note the word *explanation*. This is something a lot of people fail to understand. A 'theory' can never become a 'law' for the very reason that a theory *explains* while a law *describes* ... in other words, they are fundamentally different *KINDS* of statement.

A hypothesis can become a theory if it is tested well enough that it explains a lot of different things. In other words, a hypothesis is usually a proposed explanation for a narrow range of phenomena ... but the act of subjecting it to tests expands the range of observations it explains.

But a 'theory' is as "true" as it gets as far as explanations go.

B - A scientific theory is a hypothesis that has been validated by experiments over and over and is useful as a working tool to understand or explain new phenomona.
