why is it that no matter what time or day, the past always seems better?

The past looks as if it seems better. The past only exists as history and it looks better because we are able to pin our own version on it . It is better than the future which does not exist per se and only in a universal and abstract way for when it arrives it is the present which alone exists.

I think because we always want to remember the good things and good times of the past...and the future is still uncertain...unwritten...if you will! =D
