and water from us. we have one large crawl space and the ran a ext. cord to the outlet on our side. power company would not do anything, landlord, nothing. called code enforcment she made the move out until they have their power turned on, but they rand our bill up? what can i do? i don't a neighbor war i just want some money from them.

Forget about the money...

Your main concern should be to keep them away. Do you really want neighbors like that? It would be worth a few $$ to not have to deal with them.

I would speak to the landlord again. People like that would be likely to skip out on the rent, do damage to the house, or any number of things that landlords hate.

Have a civilized conversation, state your concerns and anything that might concern him. You might even offer to help find a better tenant. It would be worth it in the end.

It is definately a crime and you should call the police.

Once they are found guilty, you will be eligible for payment on what the damages were. Save a few months of electric bills and then the month(s) the neighbors were stealing your electricity to prove the amount you are seeking.

Definitely have to say pursue with the PC. They should be able to show your average use before and during the theft, but for monitory compensation it would have to be small claims more than likely. Police action for theft is another good idea. But I think the best idea given is to go to the LL and plead your case as these definitely are not neighbors you want to have.

I find it hard to believe that you reported someone illegally tapping into your power run and the power company did nothing .
If the clerk was toooo dumb to get it , you keep asking for a supervisor until you get someone with enough authority to act .
Never just quit at the first air head clerk that says ,
" Uh , I dunnO " .

You have no way to prove how much of the bill was theirs , you were silly not to pursue it further with the power company . . .
Your ONLY recourse is to pursue it with the power company NOW .

Wow, how sleazy can they get! I think you should demand more from your landlord, maybe to have an electrician come out and deactivate any accessable outlets.
