In theory, the "coalition of the willing" which is 99% US forces.

The Iraqis that have been trained cannot be trusted and have been targeted by Al Qaeda for their cooperation with the US.

Again, the U.S. did not disband the Iraqi military... the Iraqi military surrendered and disbanded. That's what happens when an army is totally and unquestionably defeated.

That being said, the U.S. should have done more but it was by no means a responsibility of the U.S. Theres a difference between what is in the U.S. bests interest and the U.S's responsibility.

Logically, the Iraqi govt -- at least for the foreign terrorists -- and the US armed forces occupying the country.

But "insurgents" are not "coming into" Iraq -- almost all of them are already in Iraq, by definition -- since an insurgent is someone who takes part in an armed rebellion in opposition to a civil authority or government -- and that usually implies someone who was already there, not someone invading.
