What you need to get is an upright deep cleaner. I had purchased a Bissell steam cleaner. I have pets; so it works great for removing pet stains and odors. Several months back my water lines had froze up during the last month of winter. I had left my faucet lines open to keep them from bursting once the water had thawed out. Well, they did, but my drain pipes did not. This caused a flood in my kitchen and into my other room which is carpeted. I used the deep cleaner to quickly suck up the water on the kitchen floor & off the carpet. Afterwards the carpet was barely damp and only took one day to dry with one box-fan and small ceiling fan.
Since the stains & odors are that bad what you will need to do is prep the area first. Do that by using plain hot water; yes it will stink, so make sure you have the windows open when you do that. After you have loosen up the dirt and cleaned out the deep cleaner storage tank mix up a solution of the deep cleaner soap and run it again over the area. Repeat cleaning the tank out and next mix a solution of 1 cup white vinegar to enough water to fill the tank. Run the cleaner once more removing all of the water. The vinegar will eliminate the odors of the cat urine and musty smell. After you have done that turn on your fans and leave your windows open to air it out and to help dry up the rest of the damp water. When you do go to clean your carpet turn off your A/C unit, and do it at the beginning of the day (on a hot is best, if possible), so that by come evening time the areas will be dried and cleaned.

If you have time rent a carpet cleaning machine, and get the oder neutralizer. If not get a wet/dry shop type Vacuum. Then run your air conditioner to help get the moisture out of the air. Then get some type of carpet fresh. Arm and Hammer makes one with baking soda that is scented. Sprinkle some of this around.

You might want to rent a "Rug Doctor" carpet shampooer. It sucks up water. If I were you I would shampoo the whole carptet with a product called "Odor Mute". It is an enzyme that destroys those odors. It doesn't just put a perfumed scent over the top of the bad ones.

any of the rental stores can set you up with an under carpet blower
and it would be a good idea to spray the carpet down a bit with live enzymes to destroy the accummulated bacterias

Do you know anyone with a commercial wet/dry vac? You need a vaccum that can suck up water.
