You can measure it with any cylindrical vessel (with the same radius throughout as it's opening). You let the rain fall in it and after it stops, you measure how many millimeters of water there is inside the vessel. Each mm equals one liter per square meter.

It can be as simple as a straight sided tube which can be measured with a ruler or more complex.

The majority of "official" rainfall gages are called tipping buckets. They have a funnel that drains into a little divided trough that is mounted on a pivot. Since the tube is 1/10 the area of the funnel, 1/10 inch in the tube is equal to 1/100 inch of rain.

There are many others rain gages used for accurate readings but most have the same thing in common. A funnel that is 10 times the area of the collection tube and a way to measure the depth of the rain.
