The transfer itself is free, but you'll need software to handle the transfer via usb cable or bluetooth.

For example, if you have a Motorola Razr then you'd need to buy the Motorola PhoneTools software. Just don't get it directly from Motorola - they charge about $50 for it, but you can get it on Amazon for about $10.

DataPilot is another good program that works with all major phone brands, and lets you copy over ringtones, photos, videos, contacts, etc.

I have some review details, instructions, screenshots, and coupon codes for these programs at the link below. Hope you find them helpful :-)

It is free but it has to be in an acceptable format. Usually, you have to get software and cable from the cellphone manufacturer.
Most cell phone agents and stores provide transferring your contacts, if that is what you're trying to do.
Cellphone carriers generally want you to use their airtime to transfer pictures.
Ring tones, as a rule, are resident in your phone and can't be transferred

Of course it's free. Who would change you or even know you did it? You own the computer and the phone. You can do what ever you like with them. Oh, yeah, well, as long as that wouldn't involve illegal transactions.
