No, America Wasn't.
HOWEVER: Sandy Berger stole & destroyed Classified Documents to protect Bill Clinton from the 9/11 Commission Investigation.
So, Clinton was involved, somehow.

I tend to place the blame on those who actually carried out the attack, not on either Clinton or Bush (or the Dems or the Reps, for that matter).
There are true conspiracies. But to my way of thinking, seeing conspiracies everywhere is the best way to hiding the real ones. Substantive proof is always the best way to make the case. To date, I have seen nothing that suggests that somehow America was involved.
Except as a target.
