Though the science in it is a bit out of date, the system posited in 'Brave New World' (Aldous Huxley), though meant to be a cautionary dystopia, has always struck me as a very rational solution to the problem of governance.

Instead of building a political system to fit human nature, the architects of the Brave New World re-designed human nature to fit an efficient system. Creepy, but effective.

I'm not sure if a 'political' system would be the best answer at all. I'd like to see the world see itself and all it's inhabitants as just that - what we are - inhabitants of One World. Once we stop bickering over what names we call 'the One', we could accomplish so much more.
