Technically no. He seized control of it and declared himself King of Ireland but they were not formally joined until the 1800's.

The Act of Union 1800 united the Kingdom of Great Britain with the Kingdom of Ireland, which had been gradually brought under English control between 1541 and 1691, to form the United Kingdom of Great Britain and Ireland in 1801.

The act was passed by both Parliaments

Prior to these Acts Ireland had been in personal union with England since 1541, when the Protestant Ascendancy dominating Irish Parliament passed the Crown of Ireland Act 1542, proclaiming King Henry VIII of England to be King of Ireland.

I don't know how you would say united, because they have been continually fighting there right up through this century. England claims Ireland as part of it's colonies, but most Irish don't agree with that. Past attempts by the English to pacify Ireland included offering the Scottish people free land and rewards if they would move to Ireland and be used as a buffer between the Irish and English. Other attempts have been all out war between England and Ireland. The Irish republican army and other factions have been using terrorist tactics against England all along and only recently decided to "disarm" and a sort of tense peace is in place for now. My family is from England, Scotland and Ireland, I can trace my ancestry and our family crests to all three countries, although we branched out to the americas in the early 1600's. I guess instead of being pure bred, it makes us "mutts" LOL
Hope this helped answer your question

Perhaps in his mind, but the Celtic People are not and never will be Anglos. Wales, Scotland and Ireland are Celtic and need to be ruled by the English about as much as a fish needs a bottle of suntan lotion!
