Because many members of the state legislatures and ratifying conventions called to ratify the Constitution believed there should be express protections of certain state powers & individual rights.

To add additional limitations on the newly formed federal government -- just in case the govt tried to restrict personal freedoms and civil liberties.

The specific freedoms listed were based on the most egregious violations that the previous govt from England had done -- so they were the ones initially protected.
