If it is not bubbling, it does not. So what about the bubbling makes this happen?

If you bubble air or oxygen through water, a minute amount of the nitrogen and/or oxygen dissolves in it. You see this in fish tanks.

The bubbling IS the oxygen itself. A bubble is a little piece of oxygen gas. I read it that you think the bubble is somehow distinct from the oxygen.

The bubbles are actually water vapor - the water boils and changes state from liquid to gas.
