how do you get a kid to start wiping there own butt?

Put a piece of paper in their hand and guide it to right place, with lots of praise.

"This is the way we wipe out bottom. Aren't you a big boy now? We'll tell Daddy how you did it... etc etc.

Your hand will be over there's though actually doing the job. Emphasize the importance of flushing and hand washing and spraying. They will like those bits.

You teach them how to do it. And tell them it's a part of going to the bathroom. While showing them if they do it right. Tell them what a good job they did. Tell the child your very proud of how smart they are. In the process you show them they must always wash their hands after wards. Remember at one time you had to be taught to.

I'm not a parent but here's my best guess. Wrap their hands in toilet paper and don't do it for them. Kids are smart they'll eventually put 2 and 2 together.

Put the TP in their hand and have them do it themselves. Most little kids want to do everything themselves anyways.
