You are in Canada and I am in the United States. I state this fact because I would assume that some laws may be the same though there may be slight differences.

Here in the state of Pennsylvania and the city of Philadelphia, you must go through a course in safe food handling usually servsafe. And you must pass the test with at least 75%.

Afterwards your kitchen must be compliant with the many codes and zoning required by your locale. Next there are a series of different license which are required, from a food establishment license (retail permanent), to food preparer and serving license. In addition to a tax license from the Federal government, state government, and the city.

After you have gone through that I would advise finding a wholesale purveyor in your area which so you can get the discounted price for products such as flour and sugar among many others.

Refrigeration is a must as well as other equipment which you may not have. So I advise finding restaurant equipment shops in your area with discounted prices so you can get what it is that you in the large and small equipment department whether they be cake pans or an additional oven.

After all of that I hope you have good communications skill if you don't already have clients in line to receive your product. If not advertising may be in need or getting a broker who will sell your product to various local business in your area.

I wish you the best in your new venture. It's hard work but it pays off if you have a good business sense and a very good product.

Most stores don't require a permit to sell to them especially if you are a small business out of your home. As long as the product is good and they can sell it for a profit they will do business with you.

Selling to stores will require a business license ,
And they should tell you how to be compliant with the health codes and labeling ( for people who are allergic to wheat , peanuts etc )
