Seriously, the occupation relies heavily on mercenaries to make up for the fact that bush sent far too few soldiers to Iraq. There is no way that Blackwater and the other private armies will be withdrawn until the entire occupation is ended. This dispute will show the entire world that the Iraqi government is a sham.

Not so fast - it's draft legislation, not a law yet. Let's see them pass it, and then enforce it. If the Iraqi government passes this law and then tells Blackwater to get out, and Blackwater refuses ? Who does the US military support? The sovereign government of Iraq? Or the US corporation, Blackwater?
It's good they've drafted the law - Bremer's belief that he could issue decrees as he did his Walk of Shame out of there and that they'd stick after he was gone and Iraq sovereign - freakin' ridiculous. CPA - Can't Produce Anything.
But the crisis of sovereignty still lies ahead. I'll keep my fingers crossed for them, but in my skeptical heart, I'm afraid I'm waiting for the other shoe to drop.

A great step toward real sovereignty, but for each step forward, there's at least 2 backward. Sunni extremists killed at least 10 police chiefs and interior ministry officials today, possibly in response to Petraeus and Crocker's reports that security had improved.

Perhaps this is progress - the newly formed Iraqi government actually DOING something other than bickering and jousting amongst themselves for majority control by the different factions.
