how would you prepare the wall? (as it is currently wall papered.) strip the wall paper, or paint over it? and best technique to prevent aging and wear and tear as well?

I use wallpaper paste instead of decoupage medium anyway, no matter what the project is. Get the powdered kind. Paint some onto the wall before you apply the pictures, then paint some more over the pictures.

If there's already wallpaper on the wall, I'd decoupage right over it. I don't think there is anything to protect the contents from fading if the room gets a lot of sunlight. Otherwise, any decoupage glue (like HodgePodge from WalMart) will protect it from regular wear. It will probably still turn yellowish with age - which is more a factor of the acid content of the paper.

Decoupage. I used strips from a magazine and decoupaged them onto a piece of wood hanging on my wall.

If you're decoupaging the wall I wouldn't think you'd need to do anything to it since you'll be covering it up anyway. If you use plain white Elmer's glue it should hold up to a fair amount of wear and tear once it's dried. You can get gallon jugs of Elmer's at the big box hardware stores.
