I consider it to be a form of low-level sexual harassment, frankly. As you'll note via most of these answers, that woman wants attention; she wants people to acknowledge how "sexy" she is. Nevermind that she is, in essence, showing off goods that you're not allowed to make a play for. No no, her desire to "feel" trumps your desire to have sex with her.
Honestly, I'm surprised no one has called her on her lack of professionalism at work. She's a bank teller, not a prostitute.

All (or damn near all) people want to be wanted sexually. They may not act on it, but they sure do want to be wanted. Especially women.
If you apply a little economics, it makes a bit more sense.
In the market, a good is only worth what people are willing to pay for it. So it's a mass perceived value. So, even if you're married, you may still want to feel like you have much sexual appeal/worth. It's almost by default that your spouse wants you, so that doesn't prove much. Many ladies want to know that they "still have it" some guys do the same.
An example would going out and getting a phone number of some cute girl at the bar with no intention of ever calling her.
Now, this could be seen as extremely shallow. On the other hand, some people only accept external acknowledgement. It's just how they are. So if they can still attract others, they feel that they are bringing a lot to the table in their current relationship and they aren't together just by default.

I've heard it explained this way before bare with me I'm paraphrasing...
Cleavage resembles the curves of the buttocks back in human evolution when mating was still done from behind in the "mounting" fashion.
This is what I heard on a Discovery Channel episode of Human Sexuality. I'm roughly quoting. Also stated in that episode was the fact that lips evolved to be sexual because they resemble the labia of a woman's vagina.

It is more than just exhibitionism. It is in the nature of some feministic women to flaunt themselves, its called 'sado-narcissism' and involves an unhealthy obsession with their own bodily parts notably the t---- and the fanny.
It is also a means of taunting or sexually harrassing of men. (That is part of the sadistic nature of their condition.)

Maybe she wants to feel attractive but doesn't want a bunch of meat heads hitting on her. Therefore, the only place she can reasonably wear low cut garments is in a place with a counter and bars in front of her and a direct link to the police.

I'll take Serin's argument one step further: prominently-displayed cleavage is a form of sexual taunting, specifically designed to make men look, and maybe get them in trouble for looking a little too much.
It's a power-trip for her and a guilt-trip for him, all rolled up into one smushed-up bundle.

To answer your question, there's no "deal with cleavage". Maybe she likes wearing sexy clothes. Whether she feels the need to share her wares with men is irrelevant to your unnecessary outrage. No, it doesn't qualify as exhibitionism.

I don't understand it either. I don't mind low cut tops as long as they don't go low enough to nearly expose the areolas. To me, it's just not sexy. It's not that I'm envious or anything because I could show plenty of cleavage if I wanted to. I am fairly well-endowed.
