At the end of November, Thanksgiving, Christmas shopping hits a peak. All Christmas goods has been received. Few if any reorders are available.
At the same time, Spring merchandise is already being received and Fall goods must be moved out before the end of the year.

After Christmas, Spring merchandise is arriving in great quantities.

Any fall and Christmas merchandise must be moved out by the end of January. If heavier markdowns are necessary in order to clear by end of Jan., that is done. However assortment and sizes are usually lean.
It is planned that way.
When Fall purchases are planned, as early as May-June, getting out of Fall is also planned.
By February the stores are usually clean of Fall and Christmas goods.
